Former Secretary Filemon A. Uriarte Jr. is a distinguished Filipino chemical engineer, Academician, and former Secretary of the Department of Science and Technology. He served as DOST Secretary from 1999 to 2001, guided by a vision of building “a competent and competitive science and technology with a social conscience.” During his leadership, DOST advanced technology transfer projects intended to support farmers, entrepreneurs, and poverty alleviation initiatives. Trained as a chemical engineer, he earned his doctorate from Carnegie Mellon University, USA, and has served as Chairman of Test Consultants, Inc. His career reflects a rare combination of scientific expertise, public leadership, and commitment to socially responsive innovation. As a member of the Board of Advisers of Sci&Tech Philippines, he provides strategic guidance on national S&T policy, research governance, technology transfer, and the role of science in inclusive development. His service strengthens the organization’s commitment to science for the Filipino people.
