Dr. Franciso A. Magno, Ph.D.

Director

Dr. Francisco A. Magno is a leading Filipino scholar in political science, development studies, and governance. He is a Full Professor at De La Salle University and has served as Director of the Jesse M. Robredo Institute of Governance, Director of the Social Development Research Center, and Chair of the Political Science Department. His work focuses on governance, civil society, social development, environmental politics, public policy, and democratic institutions.

Dr. Magno has taught and conducted research with institutions in the Philippines and abroad, including engagements with Florida State University, the University of Reading, Waseda University, Hiroshima University, the University of Hawaii, and the University of the Philippines. He was also recognized as a Robert S. McNamara Fellow, with research on social capital, participation, and poverty reduction in the southern Philippines. He holds a master’s degree and Ph.D. in Political Science from the

University of the Philippines and University of Hawaii at Manoa as an East-West Scholar, respectively.

As National Executive Council member, Dr. Magno brings the crucial governance lens -- science and technology can only transform society when supported by good institutions, transparent decision-making, public trust, and citizen participation. His leadership helps connect science advocacy with policy reform, democratic governance, and inclusive national development.
