Engr. Elaine M. Morales

Engr. Elaine Morales-Macatangay is an engineer, STEM education advocate, innovation leader, and management systems professional. She is publicly identified as an advocate of STEM education and innovation and a consultant for ISO-based management systems. She has also served as Executive Director of the PhilDev Foundation, where she has helped promote technopreneurship, innovation, and opportunities for young Filipinos in science, technology, engineering, and entrepreneurship.
Her work reflects the growing need to connect technical education with real-world problem solving. Through programs involving students, scholars, startups, and industry partners, she has encouraged young people to think creatively, develop practical solutions, and build confidence in using science and technology for social and economic development. She holds a bachelor’s degree in chemical engineering and master’s degree from the University of the Philippines.
As a National Executive Council member, Engr. Morales-Macatangay brings strong experience in STEM advocacy, organizational development, innovation training, and quality systems. She represents the bridge between engineering practice, youth empowerment, and entrepreneurship. Her leadership helps ensure that Sci&Tech Philippines is not only a community of experts, but also a platform for inspiring the next generation of Filipino innovators.
